Lorenzo
"Ka Enchong" Zapanta was born on April 11, 1945. He took up Bachelor of
Science in Architecture at the Mapua Institute but later decided to pursue a course in
Commerce at the University of the East.
He was married to Mrs. Roberta Regino Zapanta, and was blessed with 4 children: Oliver,
Christopher, Ronald and Garry.
He was elected Chairman of Barangay San Roque in 1989 to 1991. And after
a fruitful performance during his Barangay Captain days and after being awarded the Most
Outstanding Barangay Development Council, his supporters persuaded him to go to
the next ladder. He became a member of the Municipal Council and placed 2nd of the
top 8 councilors in 1992, he was re-elected in 1995 for another three
years as Municipal Councilor. In 1998 he became the No. 1 Councilor
concurrently with the cityhood of Antipolo. Unstoppable as his success in the
field of public service, he became the presiding officer/Vice-Mayor of the City
Council, the head of the legislative department of the City Government of
Antipolo from 2001-2004.
For the second time, he topped the elections for Councilor at 2nd
District with a mandate of 41,308 Antipolonian voters during the 2004 elections.
At present, he is the #1 Councilor of 2nd District of Antipolo City.
"Ka Enchong" as his supporters call
him will always be the Father of AntipoloCity.com for his undeniable
support in the field of information technology for the benefit of the City of Antipolo.
Authored the Municipal Ordinance creating
the Committee on Awards.
Authored the Resolution granting additional
financial assistance to Barangay Government Officials.
Authored the Municipal Ordinance that
requires all finished infrastructure projects funded from the General Fund and the 20%
Development Fund be accepted by the Barangay Captains concerned and the
councilor-in-charge
Proposed a Municipal ordinance providing for
an additional requirements in the conduct of public bidding for infrastructure projects
funded by the 20% Development Fund and the General Fund in the Municipality of Antipolo,
Rizal
Proposed an ordinance creating the Antipolo
Bantay Bayan Task Force providing for its composition prescribing its functions and
responsibilities
Has extended medical assistance to 8
barangays thru endorsement to United Laboratories Incorporated for donations and grants
Facilitated team building seminars and
sports activities to promote good camaraderie and unity amongst employees of the City
Council
For the past three years as Vice Mayor, his office continued to provide FREE and quality
medicines to Antipolo City indigents. The office of the Vice Mayor started their office
project "LIBRENG GAMOT PARA SA MAHIHIRAP" last 2002, through
solicitations from reputable laboratories and corporations. Vice Mayor Zapanta was able to
provide .1 Million worth of free medicines in 2002, and .25 Million worth during
2003. Some of the medicines were extended to other barangays of the city.
From time to time, Ka Enchong donates second hand computers to selected institutions. Some barangay offices, non-profit organization and foundations and even the Philippine National Police of Antipolo have received computers donated by Ka Enchong for additional efficiency in their respective duties and responsibilities. Through this, Ka Enchong reiterates that he's here to support and promote Information Technology in the city for global competitiveness.
The members of his family, although not engaged in the actual political arena, have
contributed their share for the City of Antipolo, as follows:
Oliver, was one of the pioneers in Information Technology in the City of
Antipolo launched the first unofficial WebSite of Antipolo City as
www.AntipoloCity.tsx.org
Ronald, realizing the effectivity of a Web Site advertising Antipolo City
on the Internet, he improved the Commercial Web Site of Antipolo City to
www.AntipoloCity.com, which made Antipolo City famous on the Internet. Currently the web
site is experiencing thousands of visits since its launch and is continuously receiving
positive remarks from its visitors, local and abroad.
Garry and Christopher, legitimate sportsmen, invested time and effort to
improve their basketball skills just to represent and bring recognition to the City of
Antipolo in the field of Basketball, in Inter-town tournaments where Antipolo City
prevails as one of the bests in Basketball Competition in whole of Rizal.
Roberta, his wife, during her free time and as a unit leader of the
CFC-Handmaids of the Lord continuously involves herself in socio-cultural activities that
promotes the awareness of its members with regards to spiritual upliftment and
relationship with God.
As a legislator, Lorenzo "Ka Enchong"
Zapanta vows to:
Help the barangay government and their constituents as well, by ensuring that their needs
and aspirations will be included in the preparation of the executive budget of the local
government.
Ensure that specific ordinances and resolutions that will help the barangay government as
well as their constituents, be endorsed. He fervently believes that the barangay, being
the smallest unit of the government plays a very significant role in the society; thus,
ensuring that funding for their development plan be prioritized
Ensure that the provision of Article 407 will be complied; that fiscal responsibility over
financial affairs & transactions of the city government shall be shared by all those
exercising authority
Introduce resolutions that will be adopted by the city council for the general welfare of
the people of Antipolo.
Continue supporting and leading projects involving Information Technology and the like to
support the nationwide campaign for global competitiveness of the city itself and its I.T.
Professionals.
